Contents of PDF files are first imported into the CDF format. Links are created in the CDF format, which is finally converted into HTML for use on the Internet.
There are specialized CDF reader software products available offering far more features than an Internet browser. But this is not the subject here, because this software covers the conversion of PDF to HTML only and not the use of CDF files.
